What's going on?

Every now and then I see something I don't understand...

Today was an exceptionally beautiful day for aerial photography in South Louisiana wetlands.  Usually, we encounter either clouds, haze or strong turbulence.  Today was just a beautiful day for flying.  I think if I lived out West, this would be everyday -- but not so along the Gulf of Mexico - Coastal Regions!

My friend, Randy was flying and I was shooting photos -- suddenly we spotted something we didn't understand.  Floating barriers had been posted all around the marsh near the MSGO (Mississippi Gulf Outlet) and the Gulf of Mexico.  

The last time I saw anything like this was after the BP Oil Spill, when these things were orange and floating around every island and strip of marsh from Louisiana to Florida.
